The headquarters of this branch of the United States Military,
located at the Pentagon and other bases and satellite operations,
has as its primary responsibility the receipt, review and
response to correspondence and requests for information received
from many sources. Sources include the citizenry, the Congress
of the United States, the White House, and military personnel
active, reserve, and retired, around the world. The systems
to support that process have been largely manual and/or have
not been integrated nor fully capable to support the full
process. Attempts to remedy this have been ongoing for some
years.
In the wake of a recent migration from a highly customized
in house/contractor developed solution to an application of
the Microsoft desktop suite (binder, task manager), the client
was seeking to identify deficiencies in the technology, the
process and the technology/process integration; as well as
to identify solutions that would enable both technology stabilization
and process efficiency improvements; and to justify, fund
and launch an implementation project to provide a full workflow
and document management solution.
Mornington provided the branch with an initial post implementation
review of the environment and issues surrounding the application
of the MS desktop suite to the Administrative Workflow process.
We aimed to facilitate the process by assembling a team of
key users to address and prioritize the identified issues
and deficiencies and to make go-forward recommendations. Mornington
also provided a simple Request for Information/Sources Sought
document that will be shared with prospective software and
services providers. This document describes the correct process,
perceived deficiencies, and desired outcomes.
The sponsoring client within the HQ is prepared to advocate
for appropriate solutions and to manage the RFI / Sources
Sought project.
