The headquarters of this branch of the United States Military,
located at the Pentagon and bases and satellite operations,
uses a complex and highly structured project management methodology
as part of its major procurement and technology projects.
The methods, while effective (and mandated) for large projects,
is nearly impossible to use for smaller, more agile and rapid
technology or other projects.
Morningtons role was to develop and make available
to user and IT project leaders a web based tool box, based
on sound Project Management (PMI) principles, that would facilitate
good foundation planning and execution for short, focused
IT and other projects undertaken by Headquarters (U.S. Military
Branch personnel), to then solicit and incorporate input from
designees of the Information Technology Management Board,
and to present the resulting process and tools to the ITMB
for approval and deployment authority.
The tool set and methodology have been developed on an experimental
basis with several agile, short duration projects now in progress.
The client now has an option between "no planning"
and the full life cycle procurement methodology.
